When making the area surrounding a basic park I worked on beaches and oceans and ran into a problem. There were areas outside the limit of the terraforming selection and I could not affect them.

It made some rather wierd looking triangular landmasses at sealevel 0' when I wanted these to be below the plain of the water.

What did i do wrong, or suggestions on how to Terraform better?

From what I've seen and read, the best way to avoid affecting the land outside park is to raise the "core" land you want within the boundary lines so land outside all stays at one level.

I think I get it. This causes the island to be all at a higher elevation then sea level. Then you just raise the water up a few pixels and the entire thing is surrounded by water...

Yep, then naturally, you use the island background.

Just a note: Only the Terrain averager works when water crosses the terrain tile. You can easily raise all the land inside to make an island, or you can lower the edge- just don't try with water present, add the water back later.
