Is their any chance that theres a way to change the water color in roller coaster tycoon 3 without the expansion pack?

No, however if you place glass roofs over the water's surface, the water looks like that it's the color of the glass. The glass part are recolorable.

Or just change the terrain coler under the water, it does not work that well, but that is about as close as you can get.

I just thought of something. You cannot change the color of the water, but you might want to do a little work in special effects. Let's say you want the walls and floor under water a redish color. You use the terrain editor to color the walls and floor of the pond or lake or river RED. Then you take the fire particle and a few Atlantis Oil Lamps and add them. It should give you the effect of Atlantis inside the volcano that was suppose to have destroyed the continent. Give it a try and see what happens.:up:

Good trick to use to see a different water color (not actually change it) only if we had FLAT glass roofs.

Forgive me for saying this, but what was orinally posted was how to change the color of the water, not the placement od glass roofing to alter it; and as I pointed out earlier, you CAN NOT change the color itself, unless you use lamps and fire display in a sort of special effects set-up, plus coloring the walls so that the reflection will catch the lighting. :up:
